Assigned Representative
On the reporting platform, it is not a company that submits notifications but a person with a personal account. This role is called the Assigned Representative. It has nothing to do with the authorised representative under Article 18 and transfers no responsibility.
The Assigned Representative (AR) is the account role on ENISA's single reporting platform through which a natural person submits and updates notifications for a manufacturer. Each manufacturer has one Primary AR and up to 20 Secondary ARs.
Definition in the Regulation
The Regulation does not define the term. It comes from ENISA's glossary and user manual for the reporting platform. The Assigned Representative is a technical role with no legal function; under Article 14 of Regulation (EU) 2024/2847, the manufacturer remains responsible for the notification. In particular, it is not the authorised representative under Article 18, whom a manufacturer from a third country appoints by written mandate.
What it means for manufacturers
The Primary AR registers, selects the coordinating CSIRT, enters the manufacturer's name and is verified by the CSIRT. Verification does not block reporting: up to 20 notifications can be submitted beforehand. Only after verification can the Primary AR invite Secondary ARs by e-mail; the invitation expires after seven days. Secondary ARs submit and update notifications but have no administrative rights. All ARs of a manufacturer see all notifications; only drafts are tied to the individual account. Accounts are personal and must not be shared, so only a second AR can cover holidays and sickness. If the Primary AR leaves, a Secondary AR has to claim the role, which the CSIRT approves. ENISA's FAQ and manual do not say expressly whether an external service provider may act as AR; either way, responsibility stays with the manufacturer.
