Machinery Regulation (EU) 2023/1230
Connected machinery will be subject to two sets of rules side by side. The Machinery Regulation protects against tampering with the control system; the CRA governs the cybersecurity of the product as a whole.
The Machinery Regulation is Regulation (EU) 2023/1230, which replaces the previous Machinery Directive and, for the first time, sets cybersecurity requirements for machinery. It applies from 20 January 2027 and runs in parallel with the Cyber Resilience Act.
Definition in the Regulation
Annex III of the Machinery Regulation requires machinery to be protected against corruption and control systems to remain safe even if someone attempts to tamper with them. In October 2026 there are no harmonised standards for these requirements. On 20 January 2026, industry associations called for the cybersecurity requirements to be postponed to 11 December 2027 so that they coincide with the CRA; according to the associations, the Commission has indicated that an adjustment is possible, but nothing has been decided.
Article 2(5) of the CRA provides that the Commission can limit its application to products covered by other legislation by delegated act, and Article 28(3) provides for a single EU declaration of conformity covering all applicable legal acts.
What it means for manufacturers
From January 2027, a machinery manufacturer has to meet the cybersecurity requirements of the Machinery Regulation, and from December 2027 also Annex I of the CRA. Risk analysis and evidence can be shared, and the declaration of conformity can cover both legal acts. The reporting obligation under Article 14 CRA has applied to connected machinery since 11 September 2026, regardless of the Machinery Regulation. If you assume the Machinery Regulation has already been moved to the CRA date, you are planning with a date that does not exist.
